So in deciding that my Operation: Parenting series was going to get an overhaul/reboot this means that I have to actually, you know, have a good chunk of the world building done or at least thought out enough that it'll be easy enough to fill in whatever blanks are left later...

In the OG series it wasn't supposed to be an actual fic series. It was one fic initially that turned into a couple more. It wasn't going to be this sprawling series made up of multiple parts. Because of this the earlier stuff isn't very consistent, there wasn't a lot of thought put into the Overarching Picture. So it was a lot of creating world building and then trying to retroactively make things fit after. Which ended up becoming really messy.

But in the reboot... I know going in that this is going to be a series of fics that are connected to each other, that are going to be entirely in first person from Heero's POV, that this is the timeline and this is how things work when it comes to Preventers/ESUN/Space/etc...

Which brings me to the bit that I was trying to suss out earlier in regards to Preventers and who works for them.

Would Heero work FOR Preventers or WITH Preventers?

Now the general consensus of the fandom is that all five of the pilots (plus 06, 09, Sally, and Une) end up working for Preventers, that is they are employed by Preventers directly. But canonically speaking, we only see Noin, Sally, Une, Zechs, and Wufei (at the end of EW) working for them. That is more or less the case in Frozen Teardrop (the canon status of which is dubious at best with Word of God saying it can safely be ignored if one wishes) as well.

In the original Operation: Parenting I never really directly stated whether Heero worked directly for Preventers or if he worked with them because it never really occurred to me to make that distinction. It wasn't something I really gave much thought to considering that the majority of fandom says that Heero would absolutely join them. Why? Well, why not, I suppose.

But then I asked myself... Would that actually be the case?

for me Heero working for them would be like him signing his life away which is one of the reasons why in the OG Operation Parenting Heero kind of resents them after a while

Heero's whole thing is a completely separate entity from Preventers
but at the same time is under the same umbrella
so they share a building and they communicate with each other
but the only "uniform requirement" is the jacket
they don't do the entire uniform
they could if they wanted but why would Heero want that


Heero would want to have the freedom to walk away whenever he chooses to do so, negotiate his own terms, and if he doesn't like what Preventers is offering, he can use his skills for someone else...and would likely be in high demand considering his skill level. Preventers would want to collaborate with him because you don't want someone like Heero with his skill set and level to be your enemy. He would have some bargaining power, though maybe not a lot but enough, I would think.

It would also make sense for Heero to not explicitly work for the government with what I have planned in terms of political shit happening that he ends up getting involved in because family and Colonial interests are much more important to him than his adopted home.

So yeah. Heero in this is basically his own boss in charge of his own tech startup more or less... Preventers to save a buck (for the government) "outsources" their entire IT department to a third party company that just so happens to be headed by a former Gundam pilot whose skills with computer and white hat hacking, for instance, aren't to be trifled with.
